Opt a contact in to SMS

/api/v3/sms

Opt a contact in to SMS messages. Provide the user_id, or a phone to look the contact up by phone number. If you include a phone, we also update the phone number on the contact. sms_auth_datetime is optional and defaults to the current date/time.
